I believe so.

The challenge with using points (any points program) for car rentals is that - if you rely on your credit card for insurance coverage - it won’t apply if you’re paying with points. You only get your free coverage via your card if you’re paying with that card.

When I’ve looked into it, the extra cost of paying the rental company for their insurance negates the value of the ‘free’ rental.
