The network is SALT. My guess is the Hotel has a plan with SALT and the usage from all the guests is included in the package. When you first use the phone "it" asks for your check-out date any data is supposed to be erased at NOON (c/o time) on that date. [There was NO other phone in the room--so the Hotel saves a lot of money by not dealing with a standard phone system.]
