To me it is about people "claiming" bags are within limits but the bags are obviously NOT true allowed carry on size luggage. So, to me, any bag that is bigger than the allotted carry-on size has to be checked, and thus if you do not have the cc or status you must pay even when it is an ala carte plane. Money grab or enforcing rules?
