The wording of the rules is IMO clear. Those with priority can bring one small and one large bag. Those without priority may bring one small and one large bag, but the large bag will have to go into the hold. If you bring only one large bag as a non-priority, then it still gets gate checked. Overall, you're overthinking this. IME FR gate agents have approached the rules very pragmatically and allowed me to board with a laptop bag fitting two 15" laptops and a small tablet and a backpack.

Nothing crazy about FR's rules ...
