For several years, it has been a requirement that you actually be flying (whatever airline), so there was no rogue activity here. The policy was (presumably) to prevent airline/airport employees to be able to buy breakfast / snacks / happy hour for a year for the price of a lounge membership.
....and sadly, membership requirements and benefits will continually evolve as terms get fine tuned, lounge location added/deleted, and lounge amenities change. DL's Skyclub will move to make a policy change in 2019, requiring DL Skyclub members to have a DL boarding pass for lounge access: my lifetime Skyclub membership suddenly got reduced. No other airlines has made that move for its own members but can't say for sure if others will or won't follow. UA's United Club had eliminated shower access within domestic airport lounges, while offering upgraded Polaris Lounge for International Premium passengers with shower and increased food options.
