For several years, it has been a requirement that you actually be flying (whatever airline), so there was no rogue activity here. The policy was (presumably) to prevent airline/airport employees to be able to buy breakfast / snacks / happy hour for a year for the price of a lounge membership.
There's a few on here that will go nameless who spent a lot of time in the Boardroom on non-travel days.
