I fly to CTA often and it is very hard to book on United.com (they seem to have made it harder over the years...) and often times valid Star flights will not show. When I call I have about a 75-80% success rate of having them "find" it and book it on 016. YMMV but a call is always worth a try. If you get an agent that seems clueless early, hang up and call back.
