I would say it heavily depends on the route you are taking. For example: MUC-CLT or CLT-MUC: Even if they have open seats in business, they won't clear you from the waitinglist up until the day of your flight. This flight is often last-minute booked by BMW in business, so LH tries to keep some seats open for these high profile customers. I would assume the same happens on some other routes, while there may be some where the upgrades clear much sooner (EWR-MUC on LH cleared 1 day after booking, approx. 1.5 month before departure)...
