Not disagreeing with the premise, but a single roller in a 777 J cabin will rarely preclude an additional bag from still being partially above a given seat... an exception here generally involves the smaller center bins. With that said, I would imagine someone with a mobility issue might find it easier to access one of the larger outer bins anyways as the access point is lower and easier to reach.
