the regulation does not only require cash - see Article 7.3 of the actual regulation.

An airline may also offer a voucher or miles or something else of similar or greater value but it is up to the passenger to chose how they want to receive their compensation.

So one passenger say an irregular DLflyer may want the cash but a regular one may find that an $800 credit or a large number of miles to be more valuable to them - BA was experimenting with offering something like 80k avios for example as an alternative to the €600.
