I definitely do air for locals out of Hong Kong since I use a local travel agency for it and essentially manage the process. For anything international we use Virtuoso Air but I don't do as much on that side.
But we also do charge extra (a lot more) for air so depending on fees/how much you wish to spend for something like that it's definitely doable with some agents whom you didn't think did air.
But the honest truth is, I don't enjoy air - and I doubt many other TAs on this particular forum do either.
