Expedia will cancel and refund bookings at any time up to 11:59pm on the day of booking, without penalty, irrespective of actual fare type and conditions. I don't know if this is actually written in their T+Cs somewhere, but this has been policy for a few years now, and it's worked for me. It used to be 24 hours.
