Bumping this old thread...

I had dinner at the Chinatown Yang Chow (Broadway and Alpine) last night, and it was very good, although I am not sure if it was the 23/24 that Zagat's seems to give it. The slippery shrimp were very, very good.

Near my office in Monterey Park, I like Monterey Palace (Garvey and New) for very inexpensive but well done Cantonese food.

On the Westside, V.I.P Seafood (Wilshire and Barrington) is another good option.

I really like Fortune Inn in Glendale (Broadway and Louise) for Mandarin cuisine.

But, I think my favorite is Yujean Kang's in Old Town Pasadena.

[edited to add] My FT Name aside, I would like to think that I would fit the bill of this thread's title.
