Final Update:

We went to the courthouse that the incident occurred in, found out it was only a misdemeanor, and it was originally sealed from 1984 but not closed.

We worked with the Clerk to properly close the case, once the case was closed we applied for Global Entry. We were advised by the Clerk and our Lawyer to answer no on the Arrest/Convicted question due to her never being fingerprinted and the case was sealed from day one. As a side note, the Clerk refused to give us paperwork to the point that the case is now Closed, we're not sure if this is because the Clerk was trying to cover the court's rear-end to the fact the case was not truly Closed and Sealed properly or something else. The Clerk reiterated when I told the Clerk we needed the paperwork for Global Entry interview that my wife could state that the incident "never happened" and that she should always answer no to any arrest and conviction questions. Coupled with our Lawyer's advice, we filled out the application as stated above. We're still baffled why we couldn't get a simple piece of paper that the case was upd

We received a Conditional Approval and at the interview, the "1984 issue" never came up during the interview. She was approved and she now has Global Entry. We believe if she was fingerprinted, especially electronically as they do today, we may have gotten denied or at least had to appeal as they surely would've had a record of the incident.
