Whether that particular location sells pay-per-ride Metrocards, I do not know.
Otherwise, if you have USD, you should be able to buy a packaged, $5 pre-valued Metrocard from uniformed agents at the Jamaica AirTrain terminal on either side of the fare gates. There is no $1 new-card fee associated with these pre-valued cards.
