Can AC res ticket a joint carrier itin?

I want to issue a 30% off Prestige ticket YYZ to LHR with added return sectors from LHR to CDG on Bmi or LH codeshare (LH code seems to price on travelocity while BD does not). Obviously 30% applies to only the AC sectors but can the special agents ticket this all on one ticket so that it is all on one reservation. (LHR is way cheaper than CDG on an H ticket hence the routing)

If not, what are the chances of an AC agent at YYZ refusing to check bags through to CDG or refusing to check 2 x 70 Ibs to CDG as the Europe sector tickets are obviously supposed to be the European baggage allowance. I suspect the practical answer is that there would be no problem but still would appreciate any comments. Thanks!
