Not quite accurate, at least officially: YOUR SPOUSE can book tickets for anyone from his/her own account, just the same as YOU can book tickets fro anyone from YOUR account. You do not control your spouse's account according to program T&C, unless perhaps the spouse has been officially declared to be legally incompetent or you have power of attorney covering this. IANAL, YMMV, etc.
