Just go hang around a check-in desk as they are closing up after a flight departs and you'll find boxes and boxes of half-used ones being packed up. Ask for a souvenir and you may get lucky.

Blank ATB2 boarding pass stock is not considered a controlled item until after it is printed, so there is no issue with someone passing it on to you as long as their company policy doesn't prohibit it.
