Last Friday I was in seat 7F of the bulkhead row on an A320. There was the usual generous cutout at the bottom of the bulkhead. However the FAs made several announcements that anyone seated in a bulkhead row must store all bags in the overhead bin. They made the guys in 7A and 7D move their bags to the bin. Yes. I've seen this multiple times. In my opinion it appears to be crew-based. Sometimes they're fine with letting people store bags there; other times they're only ok if it's a small purse/backpack. Other times they don't want anything there at all.
