You can have multiple E-ZPass transponders/accounts. You can even get an account without registering or owning a car to the account.
Of interest, though you probably do not qualify MTA Staten IslandVerrazano Car Pool rate has a switch on the transponder for carpool and non-carpool rate and is enforced by review of the picture taken when passing under the readers.
