It is in part spurred on by the construction of a spanking new monster of a hotel next door: I'm guessing this building work is the source of your concern.
There is no Uber in Muscat. Not even Careem. There have been a couple of local initiatives, but these were patchy at best.
Otaxi was shut down then started up again. I think it still uses only regular taxis, but generates fixed rate rides at less than you would be able to negotiate. Cash payments.
Marhaba Taxi was the first initiative. Uber-style app but very frustrating to use. No idea if it still functions.
The bus service is, errrrr, developing.
As you'll probably need transport, I'd suggest car rental. It can be good value. Watch for mileage limits and cost of additional miles, and it's very much worth considering a third-party policy to cover insurance excesses.
