If you need items (clothes, toiletries, etc) while your bags are delayed, be sure to file a claim with your final carrier. They are responsible for paying out and then determining fault and being reimbursed. I've done this quite a few times when bags are delayed (and not due to the final carrier) and always get reimbursed for truly necessary items in the interim.
