I was departing on a DL flight and Mr. hand baggage police (hbp) intercepted me while entering the SkyPriority line. He asked me to put the luggage in the scale, my response was that I was flying Delta. He said Not my problem, baggage on scale or you don't fly today. When he escalated his sense of authority, I explained to him that Delta doesn't have any hand luggage limit, he just ignored me. At this point, 3 other DL passengers were in the same situation: "No scale, no fly" so I decided to go back to the counter. A nice AF agent reminded Mr. hbp that only AF passengers were subject to hand baggage weight.
