UA does not sell reserved OH space. Period. There is always a way to assure yourself of early boarding and that is by purchasing F or E+ (if you are not otherwise entitled).
Which person ought to lose the OH space they would have been able to use because this guy was able to board first?
The problem is that carriers deal with the problem in front of them at the moment and let the broader issue fester.
