So just now I called R/C and asked to change to Marriott account. The lady is not willing to do so. She first told me they are exactly the same, so I explained that I can't go to promotion section. Then she told me that all three programs will be merged in August and asked me to just wait. But I insisted on changing to Marriott account and she finally did. Completely no idea why they disable Marriott promotions for R/C member (at least online) and why they are reluctant to let R/C member change to MR member.
