They will give you a 350 or 450TWD (depend on elite status) food voucher in lieu of lounge access. You cannot force your way into T1 lounge as they don't want everyone to flood T1's lounge. 350TWD is barely enough to get a cheap meal and a drink but the airport free wifi is basically not usable. T2 experience just became very bad...
