More often than not, in the states I find that the "free" Hilton breakfast for Elites at DT/Hilton usually involves a copay instead ($10 or so). Only at HGI would there consistently be a zero bill generated. Even then, I've seen it as a full bill with "We'll have to charge the breakfast and remove it for internal accounting."
