That's around 30 lap infants on a full flight, you could get many more on a flight that was less full, especially in CE: every CE row can take at least one lap infant, every other row can take two lap infants. I can't find an absolute regulatory limit, but each infant must be accompanied by a responsible passenger over the age of 16 and have an oxygen mask. So if you wish to optimise for maximum number of infants, you can get about 87 infants, accompanied by between 87 and 116 responsible over-16s.

I would prefer not to travel on such a flight.
