I'm not surprised. Luxe also charges for parking. It's pretty common at LA hotels. There is some street parking on Church lane, however I suspect a number of visitors try to use it to avoid the $35 parking. Depending on your itinerary, it may make more sense to use Uber/Lyft (plenty of those in LA) and forego car rental and parking fee.
Some of the "budget" hotels others have mentioned (Comfort Inn, Days Inn, Holiday Inn Express) are pretty low end, but to each his/her own opinion of minimum acceptable standards. But those aren't the worst. I used to live in a condo on Malcolm Ave and around the corner is the "Royal Santa Monica". A buddy of mine stayed there one night... 30 years ago, and it was awful then. The Yelp reviews are.... entertaining!
