Delays on regional or Chinese domestic flights are very often due to Chinese military control over most of the air space in China. I've experienced delays frequently on domestic flights in China or between Hong Kong and Chinese cities and most of the time the cause of the delay was described as weather, other times as air traffic control. A 10 hour delay is extreme however.
