Emails and other non-verbal communications are a terrible way to accomplish anything, especially as others are likely in the same spot as you. A phone agent is far from an "elevation" and a note that your request is denied won't help at all.

I would pick up the phone, get this done and either have it over and done with or not as the case may be.
