There are places that care very much due to strictly enforced fire regulations regarding the maximum occupancy of rooms.

Look at the HH T&C to see whether a standard award room is defined to cover a maximum of two guests. If so, the hotel is entitled to either reject a party of three or to demand a surcharge.
