It still makes sense to go with a flexible program like Chase UR. That way you hedge your bets. If UA doesn't devalue, you can transfer your points to United and get the 4th leg. If UA does devalue and, say, you only have enough for two legs, you can use your UR to get the other two.

As for dynamic awards, Delta comes to mind. It's not a strict miles per dollar rate, but it's getting harder and harder to get more than $0.01/mile. So a $1,000 ticket will cost about 100,000 miles, give or take --- even for domestic coach! Gone on the days when Delta miles could let you fly anywhere you wanted whenever you wanted.
