So let me see if I've got this right:
1. If we get a 9 digit mailer, anyone can likely get approved
2. If we get a 12 digit mailer, only the targeted person can likely get approved
And if the targeted person uses the mailer they'll stop coming, so for all intents and purposes they should be trashed once received.
