Does the 24-hour cooling-off period cover RFS flights too? I booked one first this morning for travel on Thursday but I think I'd like to switch to an earlier flight.

Cooling-off period cancellations always need to be by phone. It does include Avios/reward/redemption/RFS bookings (e.g. your case), I'm not sure sure whether it would work within 24 hours of travel though.
