My understanding is yes, you can cancel at that point. I think it's a rather (over?) generous provision, since had you booked 3 hours later you would get no cooling off period at all but I guess there are various regulatory issues around this. Note also the Same Day Fare provision if this helps with whatever is the underlying reason for the question.
