AIUI, a transfer occurs at any point when you leave one flight and begin another flight, regardless of airline. However, if you are booked on a flight that operates AAA-BBB-CCC and your ticket includes a coupon for that flight from AAA to CCC, then there is no transfer at BBB because that is simply an en-route transit stop.

However, what I can't work out is whether those fare rules allow you a total of two transfers overall in each direction, or whether it's two in Europe and another two in Canada/USA.
