Luggage wrapping is all the rage in Brasil. They had these kiosks in the large airports which would shrink-wrap the luggage . I asked a Varig agent about it and they said it was for personal security reasons. Something about not wanting personal possesions stolen from their checked luggage............Perhaps they were Brasilians on their way home?
