No one in here actually claims the deicing delay is unreasonable.
Instead, using your own words - if deicing is a routine part of winter operations, that means CX can anticipate such delay and should be able to protect transit passengers accordingly.
In that case, the consequential delay because of CX's failure to protect should not occur.
