Consumer Council HK will entertain EU261 claims, however I'm not sure whether they will assist a foreigner not flying to HK as an origin or a destination (i.e. on the basis that the merchant is domciled in HK). Also note the Consumer Council has no enforcement powers - the maximum it can do is to name and shame or to assist the claimant in private lawsuit.
I'm not sure if DGCA in France is a proactive enforcer of EC261 (I thought none of them are)
If not then I'm not sure how private claims in France work. Any contingent fee lawyers? Any online claim akin to MCOL.
