Second, separate question - imagine that flight was canceled for technical reasons and second flight was scheduled next day, so it clearly EU261 case. Do I understand correctly that compensation request must always be initiated by the traveller even when someone else paid for the ticket?

Yes, traveller holds the ticket & pax must claim EU261.
