Asking to understand the regulation and rights better - my brother yesterday was on FRA-MUC-TBS flight. FRA-MUC was canceled, he was given tickets to FRA-WAW on LH and WAW-TBS on LO. At the end he and luggage arrived about with 1.5h delay.

Do I understand correctly that because of the fact that he did arrive to his final destination, EU261 does not apply?

Second, separate question - imagine that flight was canceled for technical reasons and second flight was scheduled next day, so it clearly EU261 case. Do I understand correctly that compensation request must always be initiated by the traveller even when someone else paid for the ticket?
