Going back to the beginning of the International Terminal the ultimate answer has always been the same: Bags from all international flights are delivered to the International Terminal. The airport website has been clear about this from the beginning. On the bottom floor of the International Terminal there has always been a baggage carousel that is outside of the customs area. It was part of the original design. It has always been there. Its sole purpose is for the delivery of bags from international pre-clearance locations like Canada and Ireland.

I understand that you think that your bags have gone to the domestic terminal before, but the collected experience and wisdom of others on this board doesn't support that.
