Why? Taking a flight from LHR or LCY to FRA and then starting in FRA is giving a really cheap price - unlike something like Oslo, you are not even backtracking, just having an extra stop and 148 miles extra to travel vs 1500 miles to fly to Oslo and then back again
Why does it matter for something like LON-FRA whether it is OneWorld or not? You can take BA to FRA is you want to
Unlike Oslo, you are not going to travel for several hours just to end up back where you started and then have to fly to Australia

China Airlines ( which I would take in preference to Air China ) already is offering GBP1800 fares for the dates in the range that he wants to travel - just that the availability is reducing
