I'm genuinely confused by your post. Virtuoso since the 1980s have negotiated benefits for their clients around the World. At the Park Hyatt Sydney they were considered VIPs on the same level as Courtesy Card holders, higher than Diamonds. Same as FHR, Visa Signature etc etc. All they are doing is formalising a specific Hyatt version.
This is nothing to do with WoH, it's about contract negotiation. As part of the negotiated rate, which tends to be BAR, there are benefits conferred on the client.
