While someone in a wheelchair wouldn't be sitting in the wing-exit row due to being DQ'ed from sitting in the exit row, they could still be sitting in the rows over the wing
near the wing exit rows in which case their closest exit is the wing exit row.
Heck on a CRJ for 2/3rds of the plane, the closest exit row is the window exit.
