That was my understanding after reading everything I could find and speaking to the OS rep in the local office at origin. Then I read this which is on my United ticket receipt - it seems to clearly say that OS is indeed the marketing carrier but it is deferring to United. United tells me (two different agents) that I get 4 bags at 32kg - calculated as 3 for being 1K and a fourth b/c the long-haul governs and it's in Biz. Of course, the local agent says she doesn't recognize this so I'll have to print it out the United receipt, show up with 30 minutes time budgeted to this, and hope they accept it.
