As long as I have been 1P or better, I have always been allowed use of the RCC showers when in transit at NRT, and this includes flying cattle-class. Any kids I had along have been allowed use of the showers too. Boarding passes are collected for each person going into the shower area. Sometimes the wait for a shower has been as long as 40 minutes, though.
