I don't know the answer to the question, but as a former counter and gates agent I can tell you this for sure. Don't count on what you're told on the phone, the airport check-in agent rules on this. If you think you might have trouble when checking in, have printed information in hand to show the ticket counter agent. That would be an e-mail from an OS supervisor or print-out from the airline's website.
