And sure, if what you say is true, it may be not according to the rules. But someone has to be pretty damn entitled and personally insecure to lodge a complaint against a FA when they get the benefits they've earned, ONLY because someone else got treated just as well as they did. They've got massively bigger problems than ensuring a DM greeting and a bottle of water.
I do think bottle of water is available to OWE and MPC GO. I was on HKG - HND last year on PEY and my seat mate is obviously a GO. He was greeted first by FA and handed a bottle of water before take off, while I was greeted by ISM and handed water. The food priority is not consistent, however, on PEY.
I was told at BA forum that BA Gold at PEY even asked for J drinks and were offered as well, which I never did. I know CX secrets had complaints about it.

Well to be fair, as a CK I frequently get more than one snack and one drink when flying coach. On my latest PE flight, I was also served Champagne from J. But that's OT
Don't think CX could see AA CK. On my flight I could only see DM and EM on the paper sheet.
